Description: Until now, the meaning of the diction "justice" in the world of law cannot be specifically concluded, even philosophers have different views in reflecting it. The many different views in explaining the diction of "justice" from various philosophers make the inconsistency of a law in reflecting the diction of "justice" and the orientation of Some philosophers explain that justice is about the consequences for those who violate it, whether written or unwritten. So this will be a different view from the meaning of justice coined by Cicero who explained that justice should not be understood as conformity to written law and national customs. using descriptive qualitative methods, namely research methods that utilize qualitative data and explain it descriptively. Using descriptive qualitative methods from the data that has been collected. Using a descriptive qualitative method, namely reflecting Indonesian legal justice referring to the cicero ideology. justice still cannot be implemented properly, so there is a stigma in society that the law is sharp downward and blunt upward, looking at the various cases that have been handled and sentenced in various controversies with cases that are more detrimental to the State. In explaining the diction of Cicero's understanding of "justice" which is implemented with the justice of the Indonesian nation, there are inconsistencies, in practice there are still many things that are not in accordance with the principles presented by Cicero.
