Against deflationary interpretations, Lockwood offers a new set of arguments for the view that Cicero articulated a substantive and nuanced philosophy of just war—not simply that he engaged in just war thinking or borrowed ideas from Panaetius [Hahmann & Vazquez 2025, 6].
