In De officiis Cicero presents an account of the duties of justice, including the duties of warfare. He arguably provides the first systematic philosophy of armed conflict, rooted in a rejection of “Roman realism” and respect for the ius fetiale. Against deflationary interpretations, Lockwood offers a new set of arguments for the view that Cicero articulated a substantive and nuanced philosophy of just war—not simply that he engaged in just war thinking or borrowed ideas from Panaetius [Hahmann & Vazquez 2025, 6].
